Chapter 12: Asset Preservation Program (APP)

The Asset Preservation Program (APP), established under WAC 392-347-023, is a requirement for school facilities that receive state assistance through the School Construction Assistance Program (SCAP) for new construction or projects where 75 percent or more of the building footprint consists of new construction. APP participation is intended to protect the state’s investment in school facilities by requiring ongoing facility maintenance and performance monitoring.

The APP originated from a State Board of Education policy adopted in 1992. The program was developed to ensure that taxpayer investments in state-assisted school construction are preserved through proactive facility maintenance and accountability.

Participation in APP is a condition of eligibility for future state assistance for facilities subject to APP requirements.

1201: Facilities Subject to APP

Pursuant to WAC 392-347-023, certain school facilities receiving School Construction Assistance Program (See Chapter 3: School Construction Assistance Program Eligibility) funding are required to participate in the Asset Preservation Program (APP) for a period of 30 years following project completion. Established through a State Board of Education policy adopted in 1992, the APP promotes the long-term maintenance and operation of school facilities, helping to protect taxpayer investments in state-assisted construction.
APP reporting can be found within the Information and Condition of Schools system.

School buildings subject to the Asset Preservation Program include the following:

Buildings that received School Construction Assistance Program (SCAP) funding within the past 30 years and were constructed entirely as new buildings.
Buildings that received SCAP funding within the past 30 years where 75 percent or more of the building's footprint consists of new construction. For example, a district may replace the majority of a school while retaining the existing gymnasium. If the new construction represents at least 75 percent of the building footprint, the building is subject to the Asset Preservation Program.

1202: APP Requirements and Reporting Period

Please Note: The following items are due April 1 of each year for all buildings participating in the Asset Preservation Program (APP). The table below outlines the required deliverables and provides details about what districts must submit or complete each year.

2	Asset Preservation System	To fulfill Asset Preservation Program requirements, a district must implement an Asset Preservation System (APS) or other maintenance plan that uses proactive, predictive, and preventive practices to maintain APP-qualified facilities throughout their 30-year expected life cycle. Existing maintenance programs may be adapted to meet this requirement.
3	Building Condition Assessment	Annual Reporting: During the 30-year life of the building, school districts must assess the condition of each APP building, using the Building Condition Assessment method, and report the results in a public meeting of the school district board by April 1 of each calendar year. Six-Year Certified Reporting: A certified assessor must assess the condition of each APP building using the Building Condition Assessment every 6th year of a building's 30-year life (6, 12,18, 24, 30) and the results of the report must be presented in a public meeting of the school district board by April 1 of that year.
