Chapter 2: Inventory and Condition of Schools (ICOS)

The Information and Condition of Schools (ICOS) is a web-based site and facilities inventory tracking system where information and building condition details about each school district are stored. The purpose of ICOS is to meet the increasing demand for accurate school facility information and building condition data that supports statewide capital funding programs, such as the School Construction Assistance Program (SCAP), school district facility management, and school facility information requests or policy decisions. This information is also used to support the performance-based Asset Preservation Program (APP) and Pre-Disaster Mitigation (PDM) Program.

ICOS benefits school districts by providing functionality for inventory tracking, condition rating, record keeping, and comparative and report analysis. It is a useful, no-cost tool to help districts identify future capital needs.

Education Data System 

ICOS runs under the Education Data System, a centralized suite of web-based applications regarding educational data, which is administered by data security managers for each organization and maintained by OSPI. For more information on EDS, access Education Data System Administration (EDS).

Follow the steps for EDS Setup and ICOS Access: 

  1. EDS Setup— Before access can be granted to an ICOS profile, an individual must first set up a free EDS account, via the EDS website.
  2. ICOS Access—Once an EDS account has been created, access to a school district or tribal school’s ICOS account can only be granted through that organization.
