The Asset Preservation Program (APP), established under WAC 392-347-023, is a requirement for school facilities that receive state assistance through the School Construction Assistance Program (SCAP) for new construction or projects where 75 percent or more of the building footprint consists of new construction. APP participation is intended to protect the state’s investment in school facilities by requiring ongoing facility maintenance and performance monitoring.

The APP originated from a State Board of Education policy adopted in 1992. The program was developed to ensure that taxpayer investments in state-assisted school construction are preserved through proactive facility maintenance and accountability.

Participation in APP is a condition of eligibility for future state assistance for facilities subject to APP requirements.
