The Washington Sustainable Schools Protocol (WSSP) is OSPI's framework for implementing Washington's high-performance school building requirements under Chapter 39.35D RCW for eligible K–12 construction and modernization projects. State-assisted major school construction projects are required to meet a high-performance building standard and may demonstrate compliance through either WSSP or the Leadership in Energy and Environmental Design (LEED) standard.

Schools subject to the Washington Sustainable Schools Protocol (WSSP) annual reporting must use Energy Star Portfolio Manager (ESPM) to track and report energy and water use during the five-year reporting period. ESPM is a free, online tool developed by the U.S. Environmental Protection Agency (EPA) that allows building owners to benchmark and monitor energy and water consumption.

To complete annual reporting requirements, the school property must be established in ESPM and shared with OSPI School Facilities and Organization (SFO). Energy and water use data must be updated at least annually by March, although quarterly updates are recommended. Additional information, including setup instructions and benchmarking resources, is available through the EPA's Portfolio Manager program.
