Program Overview

The Computers 4 Kids (C4K) program provides refurbished, state-surplus computers and laptops to public school districts and Educational Service Districts across Washington state starting at just $27 per device. Equipment enters the program when state agencies retire their hardware through the Department of Enterprise Services. It is then refurbished at the Airway Heights Corrections Center and redistributed to schools by ESD 101.

Configuration standards and distribution guidelines were developed collaboratively by OSPI, the Department of Corrections, the Department of Enterprise Services, K–12 school districts, and Educational Service Districts.

What you'll receive

All C4K computers are refurbished to meet or exceed Washington state minimum configuration standards. All machines arrive without an operating system installed. While we cannot guarantee a specific brand, we try to match brands and specifications within each shipment when inventory allows.

PC Specifications
  • Dell and HP brands. 
  • Intel Core i5, i7 series processor. 
  • Supports Windows 11. 
  • Typical specifications are 16GB or 32GB RAM and 256GB or 512GB m SATA solid state drive. 
  • DVD R/RW drive, USB ports, onboard Ethernet NIC, and onboard sound 
  • 17–24 inch LCD flat panel. The supply of monitors varies with refurbished systems. If we can't match each computer with a monitor, we'll reduce the price to $27. 
  • Keyboards and mice included with desktops if requested and pending availability. 
Laptop Specifications
  • Dell and HP brands. 
  • Intel Core i5, i7 series processor. 
  • Supports Windows 11 
  • Typical Specifications are 16GB or 32GB RAM and 256GB or 512 GB mSATA solid state drive. 
  • USB ports, Wi-Fi, onboard Ethernet NIC, and onboard sound. 
  • VGA or HDMI video output. 
  • 13–15-inch display. 

Eligibility

By law, only public-school districts in Washington state are eligible to receive C4K equipment. Private schools may be eligible for a similar federal program, Computers for Learning.

Shipping and Delivery

Shipping costs and delivery dates depend on availability, order size and shipping factors. There is no charge for district self-pickup.

Please allow up to four weeks from purchase order processing for delivery before inquiring about order status. Status questions should go to C4K@esd101.net.

If you receive a refurbished computer that is not functioning, contact ESD 101 within 90 days of delivery and we will replace it.

The Surplus Cycle

Every C4K device that reaches a student starts with a state agency choosing to surplus thoughtfully and is made ready for the classroom by the dedicated staff and incarcerated individuals at the Airway Heights Corrections Center. We are grateful to everyone along this chain whose work turns surplused equipment into real opportunity for students across Washington.
