These are the certificate reissuances a Teacher, Administrator, or Educational Staff Associate (ESA) would apply for after their first issue has gained an expiration date or after they have completed two years of service in the role listed on the certificate. Clock hours or Continuing Education Credits (CEUs) are not required to apply for these certifications. 

Reissue your certificate if both of the statements below apply to you:

  • Your certificate title includes "First Issue (FI)" (Ex. Residency Teacher-First Issue, Administrator-First Issue, or ESA-First Issue)
  • You have met the service requirement of 1.5–2 years in Washington in the designated teacher, administrator, or ESA role

Residency Teacher

This is the certificate an educator would apply for after their Residency First Issue (FI) certificate has generated an expiration date.

Requirements

  • Must be reported by a Washington state public school district on the annual Fall OSPI report (S275) with at least 1.5 years of full-time experience (FTE).
    • Please Note: If you have not received an email notice from the Certification Department or have not been able to verify through E-Certification that you have gained an expiration date, DO NOT apply for this certificate before contacting our Certification department
  • Submission of fingerprints for a background check is required if a valid Washington certificate is not already on record.

Residency Principal or Program Administrator

This is the certificate an administrator would apply for after completing two years of service in the role while on their Residency First Issue certificate. The reissued certificate is valid for five years, and the validity period will begin after two years in the role have been completed, regardless of when the application for reissuance is received. An expiration date will not be generated after being reported in the role; it is up to the educator to apply for reissuance once requirements have been met.

Requirements

  • Must complete two years in the role specific to their certificate.
    • Please Note: Administrators serving in the role for any FTE within a single school year counts as a full year of service with the administrator certificate.
  • Submission of fingerprints for a background check is required if a valid Washington certificate is not already on record.

Educational Staff Associate (School Counselor, School Psychologist, and School Social Worker)

This is the certificate an ESA would apply for after completing two years of service in the role while on their Residency First Issue certificate. Once reissued with an expiration date, the ESA certificate is valid for five years. An expiration date will not be generated after being reported in the role; it is up to the educator to apply for reissuance once requirements have been met.

Requirements

  • Must complete two years in the role specific to their certificate in Washington
    • Please Note: Serving in the role for any time within a single school year counts as a full year of service for reissuance purposes.

OR

  • Hold a Residency ESA certificate originally issued with a five-year expiration date but did not complete two consecutive years of successful service in the role and return for a third in Washington.
    • The certificate may be reissued with no defined expiration date. Please contact us for more information about this process.
  • Submission of fingerprints for a background check is required if a valid Washington certificate is not already on record.
