Educator Equity Data Collection

Access to Excellent Educators for All Students

In 2014, the U.S. Department of Education (ED) directed every state to create a revised equity plan through the Ensuring Equitable Access to Excellent Educators Initiative. This effort is intended to move the country toward the goal that every public school student is taught by excellent educators. The 2015 Washington State Approved Equity Plan defines what an “excellent educator” is and includes strategies to make sure all students have equal access to those educators.

In accordance with Every Student Succeeds Act (ESSA) Sections 1111(h)(1)(C), 1112(b)(2), and 2101(c)(4), school districts and Local Education Agencies (LEAs) must complete the annual Education Equity data collection and verification by mid-August every year. Districts complete this submission once to meet legal requirements. OSPI uses the information to help districts provide support to teachers based on their credentials, teaching assignments, and qualification status.

Educator Equity Data Collection (EEDC)

Purpose of the EEDC

The EEDC is a tool designed to identify customized support needs for individual teachers based on their credentials, teaching assignments, and qualification status. This tool also provides LEAs and OSPI program offices with opportunities to discuss available supports for individual teachers, meet federal and state requirements, and effectively use federal and state resources.

How the EEDC Works

The EEDC integrates information from multiple data sources collected by OSPI and displays individual teachers’ credentials, teaching assignments, and qualification status for current and past school years.

  • The District tab in the EEDC shows aggregated counts of teacher qualifications at each school, along with Title I status within an LEA. This enables LEAs to prioritize schools and provide targeted support to teachers.
  • The Resource tab in the EEDC includes materials and contact information from multiple OSPI offices to guide LEA staff to specialized information and technical assistance.

Educator Measures Related to the EEDC

Teacher qualification data and associated teaching assignments, including course definition information reported through the EEDC, are used to calculate several Educator Measures and Student Access Rate measures for the Washington State Report Card. The EEDC allows LEAs to verify their data before the information is displayed on the OSPI Report Card.

  • The Educator Data, Research and Development team provides technical assistance regarding EEDC application access, data, and functionality. Office Hours are available on Mondays and Thursdays; see the full schedule on the Educator Data Office Hours page
  • The Educator Data, Research and Development team develops and maintains several educator data analysis and supporting tools, which are available through the Tableau Server in Education Data System (EDS). These tools support LEAs and OSPI program offices in conducting effective Program Reviews and informing the distribution of federal and state resources. 
  • Title II, Part A staff provide consultations on customized support needs for individual teachers based on their qualification status, allowable usage of federal funds, and Title II, Part A Program activities.
