Directed by RCW 28A.300.544, OSPI convenes the Project Education Impact (PEI) Workgroup to improve educational equity for students experiencing foster care and homelessness and eliminate racial and ethnic disparities. Using data disaggregated by race and ethnicity, the group reviews key indicators such as kindergarten readiness, academic progress, high school completion, postsecondary enrollment, and other outcomes that impact student success.
The workgroup also evaluates student supports and engages stakeholders to develop recommendations. Annual reports track the state’s progress toward educational parity and identify policy, administrative, and resource changes needed to improve outcomes.
The workgroup is authorized to operate through December 31, 2028, with a final report due July 1, 2028.
Legislative Reports
Required annual reports must identify progress the state has made toward achieving educational parity for identified student groups and provide recommendations that can be implemented using existing resources, rules, and regulations and these that would require policy, administrative, and resource allocation changes prior to implementation. Reports may include findings and recommendations regarding the feasibility of developing a case study to examine or implement recommendations of the workgroup.
