Educator Data Collections and Supporting Guidance

OSPI's Educator Data, Research and Development team collects the following educator data through the Educator Data System:

Educator Equity Data Collection

Too often, students from low-income families and students of color are taught by inexperienced teachers or teachers working outside their endorsed subject area (out-of-field). In 2014, the U.S. Department of Education (ED) directed every state to create a revised equity plan through the Ensuring Equitable Access to Excellent Educators Initiative. This effort is intended to move the country toward the goal that every student in every public school is taught by excellent educators.

The Washington State Approved Equity Plan outlines the qualities that define an “excellent educator” and includes strategies to ensure all students have equitable access to those educators. The plan was approved by ED on October 22, 2015.

The Educator Equity Data Collection (EEDC) monitors teacher qualifications, including certification, endorsements, teaching assignments, and years of experience, as required by the Every Student Succeeds Act (ESSA). The data displayed are aggregated from Local Education Agency sources, including E-Certification, S-275, and the Comprehensive Education Data and Research System (CEDARS), and are aligned with Professional Education Standards Board (PESB) assignment rules.

Equity Gap Data

Some educator equity data is publicly available on the Washington State Report Card. If you have questions about your school's equity gap data, please email Educator Data.

Educator Data Resources

The Educator Data Overview is a detailed glossary of the sources of educator data that OSPI collects and analyzes, most of which are available to the public. These include the Washington State Report Card and other OSPI data portals.

In addition to those sources, the Data Guidance for Students’ Equitable Access to Effective Educators tool for Local Education Agencies (LEAs) draws from the Teacher Qualification Comparison Workbook. LEAs use it to identify disproportionality of educator qualifications and the student access rate to qualified educators, to comply with federal requirements [ESEA Section 1111(g)(1)(B), Section 1112(b)(2)].
