Washington’s Statewide IEP Project
Welcome to Washington’s statewide IEP project webpage.
An IEP is a legally mandated, individualized education program developed for each student that qualifies for special education services, designed to meet their unique learning needs and enable access to a free appropriate public education (FAPE).
The goal of the IEP 360 project is to design and implement a modern, inclusive, and data-driven statewide IEP system that prioritizes student outcomes and equitable access to rigorous learning. The statewide IEP system will provide meaningful, user-centered interfaces for families, educators, and students to foster collaboration, transparency, and shared responsibility for student success. The system will serve as an integrated tool to strengthen instructional planning, monitor student progress, and ensure alignment between special education services, general education curriculum, and postsecondary readiness.
On this page, you’ll find a theory of action explaining the “why” behind this exciting work, along with key information about the implementation timeline. This page will be updated overtime to include opportunities to contribute to the development of the system as well as training and support for educators, families, and school staff.
Theory of Action
The flowchart below shows how OSPI’s work to build a modern, data-driven IEP system will help schools streamline processes, support continuous improvement, and give IEP teams better tools. As a result, students with disabilities will experience greater access, inclusion, progress, and improved outcomes.
Timeline to Washington’s Statewide IEP System
With the passage of Engrossed Second Substitute Senate Bill (E2SSB) 5263 in 2025, OSPI is developing a statewide IEP system. The anticipated timeline below reflects the key outcomes of the development, implementation, continuous improvement, and sustainment of the statewide IEP project.

The Statewide System for IEP Feasibility Study conducted in 2025, concluded that a unified statewide IEP system was determined to be both feasible and critical to advancing Washington’s strategic priorities: ensuring equitable access, improving instructional quality, strengthening compliance, and increasing inclusionary practices.
