The School Construction Assistance Program (SCAP) is administered by OSPI’s School Facilities & Organization (SFO) office to provide state financial assistance for eligible school construction projects.
This manual is intended to help school districts and others involved in SCAP projects understand the program’s requirements, processes, and responsibilities from initial planning through project completion. It provides practical guidance on navigating the SCAP process, including application and approval requirements, required documentation, funding, project delivery, and other program-related requirements.
The manual is a resource for understanding and navigating SCAP and is intended to be used alongside applicable statutes, rules, OSPI forms, and guidance. Districts should work with their Regional Coordinator throughout the process to address project-specific questions and requirements.
