D-Forms serve as the official application process for accessing funds through the School Construction Assistance Program (SCAP). They are the primary documents that form the basis of agreements between OSPI and the school districts receiving SCAP fundings. This chapter provides guidance on the D-Form process as it applies to Progressive Design-Build projects.
