Pursuant to WAC 392-347-023, certain school facilities receiving School Construction Assistance Program (See Chapter 3: School Construction Assistance Program Eligibility) funding are required to participate in the Asset Preservation Program (APP) for a period of 30 years following project completion. Established through a State Board of Education policy adopted in 1992, the APP promotes the long-term maintenance and operation of school facilities, helping to protect taxpayer investments in state-assisted construction.
APP reporting can be found within the Information and Condition of Schools system. 

School buildings subject to the Asset Preservation Program include the following:

  • Buildings that received School Construction Assistance Program (SCAP) funding within the past 30 years and were constructed entirely as new buildings.
  • Buildings that received SCAP funding within the past 30 years where 75 percent or more of the building's footprint consists of new construction. For example, a district may replace the majority of a school while retaining the existing gymnasium. If the new construction represents at least 75 percent of the building footprint, the building is subject to the Asset Preservation Program.
