SCAP funds are distributed as reimbursement for several categories of work. The following categories are eligible for state assistance:  

  • Districtwide Study and Survey activities (see “Advanced Planning—Study and Survey”
  • Developing educational specifications 
  • Architectural and engineering design service fees 
  • Construction of school facilities 
  • Value engineering 
  • Energy conservation reports 
  • Certain special inspections and testing 
  • Furniture and equipment 
  • Constructability Reviews 
  • Building commissioning 
  • Construction management 
  • Art (funds provided for art in public places. Contact XXX for more information)

SCAP Eligible Cost Categories and Requirements

SCAP Eligible Cost Categories: WAC Applies to:

Basic Architectural/Engineering Fees 392-343-070 Any state-funded project or any school structure except barn or agriculture building (RCW 18.08.410)

Value Engineering Study and Constructability Reviews 392-343-080

Any state funded project that is:

  • over 50,000 sf is required
  • 15,000 to 49,999 sf is optional
  • less than 15,000 is not required
Building Commissioning 392-343-080
  • Any state-funded project greater than 5,001 sf
  • Any state-funded new school or major addition where actual bid cost per sf is less than the Construction Cost Allocation (an addition must be at least 50 percent of the existing building area)
Construction Cost-Saving Incentive 392-343-085
  • Any state-funded project greater than 5,001 sf
  • Any state-funded new school or major addition where actual bid cost per sf is less than the Construction Cost Allocation (an addition must be at least 50 percent of the existing building area)

Note: State funding assistance for eligible costs is calculated by multiplying the eligible cost amount (below) by the district's Funding Assistance Percentage (FAP). The FAP should be applied to all costs in this table.
