Dual Endorsement Requirements

Effective September 1, 2019, any educator who seeks to earn one of the following endorsements must meet the Dual Endorsement Requirements.
Please Note: Certificates issued before September 1, 2019, will not need to meet the Dual Endorsement Requirements:
- Bilingual Education
- English Language Learner (ELL)
- General Science
Please Note: For Bilingual Education and ELL endorsements, the second endorsement obtained cannot be Bilingual Education, ELL, or Traffic Safety (WAC 181-79A-132). For the General Science endorsement, only educators who hold an endorsement in Biology, Chemistry, Earth and Space Science, or Physics, will be eligible to add the General Science endorsement (WAC 181-79A-227).
In-State Program Completer
Once program requirements have been met, the Teacher Preparation Program will recommend the candidate for a Washington state Residency Teacher First Issue certificate.
Process: In-State program completers MUST meet the Dual Endorsement Requirements to obtain a Washington State Teacher Certificate. To meet the dual endorsement requirement, in-state candidates MUST:
- Be recommended for two or more endorsement areas by their program
OR - Be recommended for one of the above endorsement areas by their program and pass additional content area tests Adding an Endorsement.
Out-of-State Program Completer
If you hold an out-of-state teaching certificate with Bilingual Education, ELL, and/or General Science, additional endorsement requirements may need to be met before your certificate is issued.
Process: Submit an application through E-Certification.
Permit Note: If the Dual Endorsement Requirements have not been met prior to the expiration of the first permit, a second 12-month permit will be issued if all other necessary testing requirements have been met. The dual endorsement requirement must be met prior to the expiration of the second permit. Additional permits will not be issued beyond the second 12-month permit.
