School Counselor Reissue and Renewal

This page contains reissue and renewal information for Educational Staff Associate (ESA) who hold Residency, Professional and Continuing Certificates.

School Counselor Residency Requirements

There are multiple types of applications available for educators who are reissuing or renewing their Residency ESA Certificate. See below for more information on each option.

Reissue

This is the certificate an ESA would apply for after they have completed two years of service in the role while on their Residency First Issue Certificate.

  • Must complete two years IN THE ROLE specific to their certificate in Washington
    OR
  • Hold a Residency ESA Certificate originally issued with a five-year expiration date but did not complete two consecutive years of successful service IN THE ROLE and return for a third in Washington. The certificate may be reissued with no defined expiration date. Contact our office for further information regarding this process.
  • Submission of fingerprints for a background check is required if a valid certificate is not already on record

The reissued certificate is valid for five years

NOTE: Serving in the role for any time within a single school year, counts as a full year of service for reissuance purposes.

NOTE: Once reissued with an expiration date, the ESA certificate is valid for five years. After the completion of two years in the role, regardless of when the application is submitted.

5-Year Residency ESA Renewal

This is the certificate an ESA would apply for when their reissue certificate is set to expire and for subsequent renewals.

First 5-Year renewal
This renewal option is for those who have already completed the reissue certificate and/or have held a two or three-year renewal.

  • Must complete 100 clock hours or equivalent college credits or Professional Growth Plans (PGP) or a combination of any of the three options, which must have been completed in the five years before the application date for renewal
    OR
    Educators who hold a valid National Board for Professional Teaching Standards Certificate, Certificate of Clinical Competence issued by the American Speech-Language-Hearing Association, or Nationally Certified School Psychologist credential issued by the National Association of School Psychologists may submit that certificate in lieu of the 100 clock hours (or equivalent) to renew their Washington educator or ESA certificate.
    AND
  • Must attest to completion of an issues of abuse course.
    • The coursework must include information related to the identification of physical, emotional, sexual, and substance abuse;
    • the impact on learning and behavior; the responsibilities of a teacher to report abuse or to assist victimized children;
    • and methods of teaching about abuse and its prevention. For more information, see WAC 181-79A-200.
    • This course MUST be entered into the 'PD Hours' section of your E-Certification account before applying
  • Must complete PESB-approved suicide prevention training in the state of Washington within the five years previous to application
  • Submission of fingerprints for a background check is required if a valid certificate is not already on record
Subsequent Residency ESA Renewal

Subsequent renewals
This is the renewal option for those who hold a current five-year Residency ESA Renewal Certificate

  • 100 clock hours or equivalents must be completed from the date of issuance through the expiration date of the current certificate
    OR
    Educators who hold a valid National Board for Professional Teaching Standards Certificate, Certificate of Clinical Competence issued by the American Speech-Language-Hearing Association, or Nationally Certified School Psychologist credential issued by the National Association of School Psychologists may submit that certificate in lieu of the 100 clock hours (or equivalent) to renew their Washington educator or ESA certificate.
    AND
  • Must complete PESB-approved suicide prevention training in the state of Washington within the five years previous to application
  • Submission of fingerprints for a background check is required if a valid certificate is not already on record
Renewal of Expired Residency ESA Renewal

Renewal of an expired Residency ESA Certificate
This renewal option is for those with an expired five-year Residency ESA Certificate.

  • 100 clock hours or equivalents must be completed within the five years immediately preceding the date of application for renewal
    OR
    Educators who hold a valid National Board for Professional Teaching Standards Certificate, Certificate of Clinical Competence issued by the American Speech-Language-Hearing Association, or Nationally Certified School Psychologist credential issued by the National Association of School Psychologists may submit that certificate in lieu of the 100 clock hours (or equivalent) to renew their Washington educator or ESA certificate.
    AND
  • Must complete PESB-approved suicide prevention training in the state of Washington within the five years previous to application
  • Submission of fingerprints for a background check is required if a valid certificate is not already on record
NOTE: ESA applying to renew an expired certificate must submit documentation of completed clock hours or equivalents to the Certification Office for review with their application.

Clock hour equivalents are allowed: 1 quarter credit = 10 clock hours; 1-semester credit = 15 clock hours; 1 PGP until 6-30-18 = 30 clock hours; 1 PGP as of 7-1-18 = 25 clock hours. Form PGP | PGP Information

LICENSE HOURS NOTE: Certain ESA roles are allowed to count any continuing education units (CEUs) that they completed to satisfy the requirements for their state professional health license to also fulfill the continuing education requirement (clock hour equivalents) for their certification renewal. School Counselor Professional

The Professional ESA Certificate is the second-tier certificate in the state of Washington. The application is for those only renewing a current or expired second-tier certificate.

Professional ESA Renewal

This is the certificate an ESA would apply for when they have already gained the Professional School Counselor Certificate. If you do not know if you already hold this certificate, please contact the Certification Office before applying.

  • Must complete 100 clock hours or equivalent college credits or PGP or a combination of any of the three options
    OR
    Educators who hold a valid National Board for Professional Teaching Standards Certificate, Certificate of Clinical Competence issued by the American Speech-Language-Hearing Association, or Nationally Certified School Psychologist credential issued by the National Association of School Psychologists may submit that certificate in lieu of the 100 clock hours (or equivalent) to renew their Washington educator or ESA certificate.
    AND
  • Must complete PESB-approved suicide prevention training in the state of Washington within the five years previous to application
  • Submission of fingerprints for a background check is required if a valid certificate is not already on record

NOTE: For professional renewals of active certificates, clock hours or alternatives must have been completed since the issue date of the most recent Professional ESA renewal certificate.

NOTE: An application must not be submitted more than 12 months before that certificate's expiration date for subsequent renewals.

Clock hour equivalents are allowed as follows: 1 quarter credit= ten clock hours; 1-semester credit = 15 clock hours; 1 PGP until 6-30-2018= 30 clock hours; 1 PGP as of 7-1-2018= 25 clock hours.

Form 1128-8: Use this form to document the completion of a Professional Growth Plan and submit it to your school district to claim clock hours and to the Certification Office if you are applying for renewal or reinstatement of an EXPIRED certificate.

Renewal of an expired Professional ESA Certificate

This is the certificate that an ESA would apply for if their previous certificate has expired.

  • 100 clock hours or equivalents must be completed within the five years immediately preceding the date of application for renewal/reinstatement
    OR
    Educators who hold a valid National Board for Professional Teaching Standards Certificate, Certificate of Clinical Competence issued by the American Speech-Language Hearing Association, or Nationally Certified School Psychologist credential issued by the National Association of School Psychologists may submit that certificate in lieu of the 100 clock hours (or equivalent) to renew their Washington educator or ESA certificate.
    AND
  • Must complete PESB-approved suicide prevention training in the state of Washington within the five years previous to application
  • Submission of fingerprints for a background check is required, if a valid certificate is not already on record

School Counselor Continuing

The Continuing ESA Certificate is a second-tier certificate in the state of Washington. The application is for those who are only renewing a current or expired Continuing ESA Certificate.

Continuing ESA Renewal

This is the certificate an ESA would apply for when they have already gained the Continuing School Counselor Certificate. If you do not know if you already hold the certificate, please get in touch with the Certification Office before you apply.

Requirements

  • 100 clock hours, equivalent college credits, PGPs, or a combination of any of the three options during a five-year period. First-time renewals must have completed the continuing education requirement within five years before application for renewal. Subsequent renewals must have completed the continuing education requirement since the effective date of the latest renewal.
    OR
    Educators who hold a valid National Board for Professional Teaching Standards Certificate, Certificate of Clinical Competence issued by the American Speech-Language-Hearing Association, or Nationally Certified School Psychologist credential issued by the National Association of School Psychologists may submit that certificate in lieu of the 100 clock hours (or equivalent) to renew their Washington educator or ESA certificate.
    AND
  • Must complete PESB-approved suicide prevention training in the state of Washington within the five years previous to application
  • Submission of fingerprints for a background check is required if a valid certificate is not already on record

Reinstatement of an expired Continuing ESA Certificate: 100 clock hours or equivalents must be completed within the five years immediately preceding the date of application for renewal.

NOTE: Educators applying to reinstate an expired Continuing ESA Certificate must submit documentation of completed clock hours or equivalents to the Certification Office for review with their application.

CLOCK HOUR NOTE: Further clock hours earned will not start counting towards a following renewal until the next certificate's effective date.

Clock hour equivalents are allowed as follows: 1 quarter credit = 10 clock hours; 1 semester credit = 15 clock hours; 1 PGP until 6-30-18 = 30 clock hours; 1 PGP as of 7-1-18 = 25 clock hours.

NOTE: If an educator has not met the requirements to reinstate their certificate with clock hours or equivalents, they may be eligible for a Transitional Teacher Certificate.
