Comprehensive Needs Assessment

A Comprehensive Needs Assessment (CNA) is required by schools and districts to identify the priority needs and root causes for their WSIF tier placement.

LEA Consolidated Accountability Plan (L-CAP)

Every Local Education Agency (LEA) containing one or more schools identified for Tiers 1, 2, 3, or 3 Plus support is responsible for completing an L-CAP at the beginning of each school year. The L-CAP will be changing format for the 2026-27 school year and will no longer been an Alchemer survey. More details coming soon!

School Improvement Plan (SIP)

School Improvement Plans (SIPs) are required for all schools in Washington (WAC 180-16-220). These SIPs must be approved annually by the school district board of directors under an approval process determined by the district board of directors.

SIPs for schools identified for any level of WSIF support (Tier 1, Tier 2, Tier 3, or Tier 3 Plus) must meet the following additional requirements (ESEA §1111(d)(1)(B)):

  • The SIP is developed with input from stakeholders, including principals, school leaders, teachers, parents, and/or applicable Tribes
  • The SIP is developed based on a comprehensive needs assessment (CNA).
  • The SIP includes at least one evidence-based intervention (EBI) aligned to an identified need. 
  • The SIP aligns with all applicable WSIF indicators in the accountability system, including performance by student group. 
  • The SIP identifies resource inequities that will be addressed through implementation of the plan.  
  • The SIP includes structures and practices to monitor implementation and track progress toward school improvement goals.  

Schools identified as Tier 3 and Tier 3 Plus are required to submit their completed SIPs to Basecamp.

SIP templates are available for schools to create their goals and monitor progress. These templates are not required but are recommended to meet all program requirements.

School Improvement Progress Monitoring

OSPI will conduct Beginning of Year Reviews (BOYR) on the Tier 3 and Tier 3 Plus school improvement plans (SIP) in Basecamp. This initial review will gather data to inform supports, ensure the SIP meets federal requirements, and provide feedback to schools on their plans. Districts may use the BOYR questions provided to review additional SIPs in their district.

Beginning of Year Review (BOYR) Questions

Schools should review progress toward goals listed in their School Improvement Plans (SIP) throughout the school year. Schools identified Tier 3 and Tier 3 Plus must submit, at minimum, a mid-year review of progress and an end-of-year review of progress to Basecamp. The SIP templates available in the previous section include mid-year and end-of-year progress review questions.

OSPI will monitor SIP progress by reviewing and providing feedback on the mid-year progress reviews (MYPR) and end-of-year reviews (EOYR) in Basecamp. Districts may use the MYPR and EOYR feedback forms provided to review additional SIPs in their district.
